Kevin: by developing, operating and regulating the most liquid, efficient and fair securities market for the ultimate benefit and protection of the investor. First, if they really meant most...efficient and fair they would remove the market maker from the process entirely and replace him/her with an electronic matching of buyers and sellers at some clearing price. Fortunately, a system exactly like this already exists for substantial investors and is coming to the retail level, protestations from the brokerage community notwithstanding. Second, I assume "ultimate" benefit means only after the MM has absorbed his pound of flesh. NASD is not a charity. Charlie
