It's not strictly true that only institutions are able to trade on Instinet. (I've never heard of Autex, so can't comment on that.)

Originally, Instinet was set-up to permit trading between institutional investors. But the line has become blurred.

Some brokerages offer Instinet access to their clients. I know several individuals who trade on Instinet.

The level of service ranges from being able to check a box to do a trade on Instinet (several of the day-trading oriented brokerages) to having to call a broker and beg (Jack White & Co.).
