I suppose you are correct. The former European colonies favored by the legislators were left destitute by their European masters while the countries of Central and South America are living high on the hog from the fruits of their vast riches. Therefore the consumers of the EU have voted to tax themselves (in the form of higher prices for lower quality bananas) in order to salve their consciences and rescue the downtrodden. What a wonderful example of altruism and self sacrifice! I must admit that the subtleties of this method of distributing foreign aid while screwing the consumer had escaped me. My hat is off to the politicians of the EU for creativity.
