Jim,

I think they were speaking figuratively from Hussein's perception of his situation. We all know that Iraq was saved by the grace of God and George Bush's unwillingness to be responsible to occupying Iraq.

And the technology has improved substantially since Persian Excursion 1.

But the crux of their analysis is still sound. Hussein needs NBC capability and the means to deliver it in order to preserve the security of his regime vis-a-vis future attempts at intimidation. He also wants to be able to bully his neighbors into following his political lead.
