He probably won some concessions from the UN and the US that's not public. Saddam's strategy is to block inspections for as long as he can. If the UN inspectors find weapons materials or appear to come close, Saddam throws up roadblocks. During the impasse's, Saddam likely is moving weapons materials and production facilities to avert further discovery. So, he's bought time to move these from known UN inspection targets. The UN with help from US surveillance probably modifies their inspection targets.
