They could do what Sunshine did.

Sunshine went to current holders,
they let you buy on how many shares you owned. you could buy the max, and if any shares left over, you could put in for them.
I got some extra that way to.

I liked the ideal of the warrants, they were good for 5 yrs, still trade. I sold on run up in Jan, they were only good till 1999

It would be a great ideal for Global, I dont like their books.
I have to have a little cash sitting, to be happy.

Example, lets say you owned 5,000 global.

you could buy 500 more shares at 10% below market average for 3 months.
you could get 500 warrants to buy at .50 cents for 5 years.
company would raise some cash, only stockholders could buy.
any shares not sold, will be prorated to those that want to buy.
I was happy with the deal, and made money when I sold.
