Michelle -
DSL 'rides' on existing copper to your house, but it is an entirely different signalling scheme so it does not conflict or interact with your existing POTS lines. At higher speeds the DSL line has to be less than 12,000 feet total length which means that the phone company has to decode and combine somewhere within a couple of miles of your house or you can't get the service. I paid $200 installation and $60 / month for 384K service but the ISP link is included at that price. I also have ISDN service - the DSL seems a little faster but most times I am limited by other factors. Theoretically it should be 3 times as fast as ISDN dual line on downloads.
