I had an idea the other day and it may sound
crazy and there would be a lot of bugs to work
out of it if it were tried.

First think of all of the problems the SEC is having
with scam artist on the internet scaming bad stocks.
Now think of all of the scam sites where they have
professonal looking web-pages.
Now what if you made a deal with the SEC to install a
link on web-pages that says something to the effect
"THIS SITE HAS BEEN REVIEWED BY THE SEC AND IS APPROVED".

It may be crazy but what do yawl think.
