The Kryotech cooler uses a two stage (possibly 3) Thermo Electric Cooler. It is relatively (to the K6) expensive, but the price is dropping. The TEC reliability is not an issue, and as you stated, silicon reliability improves when chilled. The only moving part of the TEC is the fan. The trick to low temp operation is minimizing the heat transfer from the system through the I/O pins to the CPU.
