Some company's 3Q end in November, some in December, some even in January. You see companies in cyclical businesses usually end their year at the cyclical high for the year. You call these companies "fiscal year" companies. Companies that end their year on Dec 30, are called " calendar year" companies.

As far as SEC regulations are concerned, companies have 45 days from the end of quarters 1, 2, 3, to report financial results for the quarter, and have 90 days from the end of their 4thQ to report the 4Q and fiscal year results. If a company needs a little more time then they apply for an Extension. Extensions are granted for 10 days only, though. If results are not out in 10 days then the exchange, whether it be, the NYSE, the AMEX, or the NASDAQ, can DE-LIST the company.
