Stitch, what the gentleman propose is not different from the bill shredding the feds do when they replace used up bills. If it is supposed to put the fear of inflation in the Japanese consumer, it is best accompanied by a good public (fear mongering) relation campaign. I personally think that inducing fear of inflation is worse then educating the public about the dangers of deflation (what Japan is really suffering from), and in that case, I already proposed a $5 billion advertising campaign explaining the patriotic impact of spending a little. You know how many people you can persuade with $5 billions in advertising ? Gee, you'll be back smoking if they told you that smoking cigarettes prevent Alzheimer, and they told you that 15 time every day (of course, you know that only 2% of Alzheimer patients smoke, but that is probably because most smokers die before they ever reach the "Alzheimer Age", and the rest of the smoking Alzheimer patients, simply forget to light up).
