I believe the better question is what is the best type of image for web pages? I use Ulead Photoimpact 4.0 ($100 +/-). The program has a web optimizer function. You save with the optimizer and it gives you options for compression vs quality.

The scanner choice will depend on what you are scanning and the resolution. If you have a small high quality source image and want to enlarge it you will need a better quality scanner.
