A late filing is not that unusual and may be an indication that the 3rd Quarter results may be positive. It seems that the company's income can be shifted from quater to quarter. Maybe the Victory deal gives the company $$$ which will in fact be recognized in the 4th Q and allows the 3rd quarter results to be better. On the other hand, the company has been slow in many of its filings and maybe this is another example.
