Don't give up on small caps just yet. Commercial banks are dropping their prime rate and I think this will help. Jeff

LOS ANGELES (Nov. 17) BUSINESS WIRE -Nov. 17, 1998--City National Bank, a federally chartered commercial bank with headquarters in Beverly Hills, Calif., has dropped its prime rate from 8.00 percent to 7.75 percent effective Wednesday, Nov. 18, 1998.
