The decision to locate there was made before or unrelated to the possibility of locating near the backbone though that consideration will become more significant in the future for smaller businesses. The more critical issue under location is NAP if you are dealing with current technologies. With SR you can have an access point anywhere, but access points are likely to be limited to booster points. In the Metro model of fiber distribution termination rather than arbitrary access point is more significant, but again not for purposes of business locale. The local loop which will serve the metro backbone trunks will be locale indifferent.

The public net which rides the backbone is more than sufficient to support small business traffic up to VPN in scale. When VPN becomes ubiquitous because of its cost and facility, technologies like WDM won't be adequate. The biggest added value comes from placing more on existing facilities in orders of scale. WDM can only deliver a % improvement on what it does now and would require more fiber pulling. The latter just isn't a realistic alternative.
