I recently had some certs sent to me from Waterhouse. They told me it would cost $15 dollars for them to do it but if I would get in touch with the transfer agent and get it directly from them there wouldn't be any charge. I chose to let them handle it and pay the small fee. There are some people that say you should beware of a stock whenever you hear the words "call your certs into your own name". This is probably true with most BB stocks for more than one reason. At my brokerage you can sell your stock even before you send the certs in to them, I guess it would be the same at most other places but you should check to make sure if you think you might ever want to sell on the spur of the moment. I believe you have 3 days to get them to the broker when you sell so you would probably have to use one of those overnight delivery deals.
