With 25MM shares out, 12.5MM shares gets control of the company. Even at 4 cents that's $500K to get control of a shell that is not clean.

One could start from scratch for a lot less. The 495,000 shares of ERHC have a contractual value of $1,000,000 guaranteed,(which would work out to 4 cents a shares) but it's guaranteed only if ERHC pays the difference between $2 and the current stock price of 56 cents and falling. Moreover, most of the shares are still restricted. So, the present, and guaranteed value of those shares is quite a bit less than a million bucks.

Perhaps someone is buying on spec for a pump and dump hype in the future to get the stock to a dime. Who knows? There are certainly no disclosed fundamentals to justify acquiring the shell CSMA.
