a development toolkit layer still needs to be built. You are exactly right about the tools, but wrong about the low level of the components. This initiative is a complete infrastructure including the development environment, and MSFT will do all of the porting with support from the specific platform development teams for a seamless toolset that can target any of the platforms. Why? for exactly the reason you stated - the eventual target is NT. They are seeding for harvest next year and the year after.
