Rental car companies near the Mexican border have had a problem with cars being rented and then driven across the border and sold. The renter then reports the car stolen. Alternatively, the cars may indeed be stolen first, then driven across the border. There is a device which is combined with GPS to detect the car's location. If it gets too close to the border, the engine is killed and a call goes out to the rental car company to dispatch someone to pick up the vehicle. I would put that device on every teenager's car, allowing parents to preprogram accepted travel zones and time of return.
