I think he's referring to the JIT compiler that msft's jvm includes. A given java program will load lots faster on IE4 with Microsoft's JIT compiler-boosted jvm than on Netscape/Sun's interpreter. Sun really does need to speed up its vm. Sun claims that jdk 1.2 does that and then some, but I have no data or experience to back that up.
