As I have discussed both here and on the CPQ thread the answer is yes, CPQ gets preference.

Intel is 'all business' when it comes to chip sales. CPQ is Intel's largest customer, especially in high-end chips where they buy nearly 4 times as many as anyone else. They also place long term, fixed-delivery orders, which helps Intel predict manufacturing runs.

During the summer when there was a shortage of Xeon chips because of the production problems, CPQ got first allocation. They got it because they had placed firm orders early on, and because of their volume.

This is one place where the JIT model hurts Dell.
