I responded to this in a separate post, but the key things to know about this are:
1) The witness got the product wrong - IE did not even exist at that time. It was the MSN icon.
2) MSFT never threatened to not sell their OS to CPQ - only that they would not license it to a relatively small product line if CPQ was not in compliance with their licensing terms. This was a low-level discussion which was of no economic significance to either company.
3) CPQ is a major outlet for MSFT products. The idea that MSFT can push CPQ around is silly. The idea that they would antagonize their oldest and best partner over some minor issue is equally silly.
