No, the recent upgrade frenzy is the effort by MOT/ROK/LU to match the first-to-market claim of the USRX modem and hubs. USR can software-upgrade all of the recently sold modems for ISPs and consumers, and is beta-testing in Toronto, for instance.

Boca uses the ROK chipset, and were about the first to announce they
would be making 56k, but the chips aren't readily available yet. Also this is hardware. When USR countered in the PR campaign with the software upgrade that would be applicable to modems already on the shelves, the other players (depending on the later-to-com ROK) had a s___ fit and have been banding together since, trying to make USR look
like a rogue.

So the Boca upgrade and Motorola upgrade is the standard strategy for all those needing hardware upgrade. Lucent is claiming a software-only upgrade with the kflex method.
