There is a basic flaw in Indian bureaucratic
and political behaviour in that nothing gets done unless a reward awaits at the end of a
deal or service.

If that were true a lot more would get done. Instead the reward has to be continually provided with no guaranty that the deal or service will be done. Or When ?
