Wow, what? Is this your vaunted deadweight loss? How is this document meaningful in the legal or Chicago School sense?

It's just a mind boggling document that shows how much Microsoft is hated by its major customers, and how they feel their options to compete are limited by the restrictions imposed by Microsoft.

I would guess that this probably does show an impact on competition, though these memos obviously provide no way to quantify it, positive or negative in the deadweight sense, and the issue remains whether these restrictions or the network effects have the greater effect.
