Begging to differ with you, but mIRC is down quite a lot, not to mention loaded with wierdos and various trouble-makers. For example, Ken Wolff's chatroom was down many times each day for the past few weeks. I've seen it constantly with the other chatrooms as well.
CyBer would have no reason to use any of these "public" forums. CyBer users/clients can communicate directly, easily, privately with the proprietary systems already in place. Nothing more is needed.
Personally, I monitor several mIRC sites throughout the day, and use the CyBer communications systems when I have a need to. It's excellent. No doubt about it.
I don't believe you're a CyBer client, are you? If not, what do you care if they use a mIRC channel or not? If you were a client, you'd already know about the private communications systems in place and a discussion of mIRC would be irrelevant.
