IMO this has a ball-valve or tire effect-the lower POG the more Gold needs to be in a vault, but more important the Higher the Dollar than more Gold would be needed to maintain 15% or any other fixed % to reserves (mostly dollar of course), unless the mechanismis is to un-load dollar not gold, which is likely if Euro to strengthen against dollar.. Anyway very interesting...
