Personal Oracle is pretty much the same product as the regular server. You don't get some of the enterprise wide stuff (advanced replication, etc.). As far as I know, the easiest way to get it is from Oracle. You can get the trial version for free if you download, or if you call Oracle, they will send you a CD for something like $5. They also tend to hand the trial versions of the software out at seminars, etc.

What kind of migration are you thinking about that would go from Sybase to Personal Oracle? Personal Oracle is designed to be a stand alone, single user database. Perhaps you should look at Oracle Workgroup Server.
