This item appeared on Bloomberg yesterday, the 23rd, but their bulletins only remain for the day. Finance ministers rejected the call for a currency coin, but stated a commemorative issue is acceptable. Further, commemorative issues would be prohibited in early years of the euro, presumably to prevent competition with paper.

Member states do not appear willing to let go of reserves. They would be left with nothing if the euro failed; the bulk of their gold bullion would be in circulation and it would not be returned in the event of EMU collapse.
