I wouldn't worry about the French and Italian's creating their own Army. The United States is so far superior in technology, and competitiveness vs most of Europe that let them. The English are are true Allias and the only country I would count own in the world. In the coming decade it will be a Japan-Usa-England-S,America Block VS China Vs Europe. There will be three center's of power. I would guess that Europe will bond with China to express their independence. In any case it will take 50 year's for any of these countries to catch the USA in Technological endeavor's.
