Groundhog,

Silver has been in a bear market for some time. Comex warehouse stocks seem to be declining, but who knows how much other inventory there is behind closed doors - that being said, I think that some time in the next 1-2 years we are going to see a price rise.

PAA at 8 bucks or so seems not a bad deal - could it go lower, maybe ... but it IMO is more likely to go higher from here rather than lower.
