There are many ways to do the aid. The argument with this method, the productive sector gets the money and it does not go via bureaucrats (who might, just might, be corrupted).

That happens too, this is where the most aid money is used. I can't get this "elite" thing, though. Almost all the EU countries have governments that are socialist. Using the definition "elite" in this connection does not do justice neither to the governments nor the definition.

Well well. The Russians saw a "civilian" plane with "civilian" painting. They had no idea why it was there where it was (and where it should not have been i.e. in Russia). (IMO still criminal to shoot it down though).

You are right when you say the Americans did not know what was flying when they shot it. They should have known, since the plane was on course, on time, about 50 times bigger than any fighter and it was ascending not descending (so it was not on the attacking course). They shot it anyway and spent following few days collecting dead bodies from the sea. Cock-up, surely, would you not admit?

And my point was really that the real godzilla size PR blunder happened when the court said no compensation.
