If anything, a merger of Exxon and Mobil would hasten the onset of activity, since they would be motivated to start proving up the reserves to add to their combined valuation. In addition, since they would no longer be competitors, there would be no reason to play the "waiting game" majors sometimes play with their properties, not wanting to tip a competitor's hand to what they have.
