So AMD pays a fixed (probably per processor) royalty for the x86 instructions. There's no mention of MMX in there and I bet if you look at AMD's 10Ks before MMX, the exact same language is in there. In other words, in a technical sense Intel receives royalties from AMD for MMX, but practically it adds up to no more money from AMD than if AMD sold non-MMX procesors.

It's possible that AMD has to pay Intel something to use "MMX" in their advertising, but that's another thing entirely.
