They have so many restrictions that by the time everything is OK, the issue has peaked. Hey!, you gotta sell to someone.;>) In BII's case it took Wall Street a long time to get comfortable with the new methodology of valuation applied to the ISDEX. Bay Street is way behind. Hence the slow move even after the CIPA gala. W
