I do not want to get into any heavy duty France bashing (though of course, they often deserve it.)

Way back in the dark ages (you know, the sixties) one of my history professors talked about "personal comfort zones." This is the distance between two people when conversing. Too far apart, you don't get their full attention. Too close, high anxiety. Whether this zone is genetically hardwired or learned behavior he did not know.

The average German's comfort zone was farther out, the French zone was closer in. So, when the French were comfortable, the Germans got anxious, and when the Germans were comfortable, the French were not listening.

He used this to explain the nearly continuous wars between France and Germany during most of modern history.

All I remember from my one trip to France (summer, 1967) was a great train ride (far better than any American train I've ever been on) and crazy Parisian drivers (much worse than in any American city.)
