ASML is attempting to acquire a license for the EUV LLC's technology (which they in turn licensed from the Department of Energy), and the European EUV venture seems to be one way to bolster the ASML bid. Intel supports this license. Ultratech does not, for obvious reasons. The Department of Energy, which has the final say, is caught between a political rock (Intel, a huge taxpayer, employer, and campaign contributor) and hard place (licensing US taxpayer-funded technology overseas doesn't sit well with many people).

Overall, I'd say the European project won't affect USAL LLC one way or the other, except as it affects the debate over the Department of Energy licenses. The DoE licenses going to ASML could be disastrous for the USAL.
