There is a bulletin on microsoft data base that talks about IDE issue that can occur in certain situations with win98. I would try it which amounts to removing a couple of files in the inf subdirectory, and removing the HD IDE driver and pwr down and let win98 detect the new hardware and reinstall and setup the inf files dvrbin files etc. It solved an ide prob I had and it wasnt the drive.
