It depends. If the stock is cumulative voting we could all pool our votes (alotted for all directors) and apply it to one Board member and maybe win a seat. But who? If the stock is non-cumulative then we (the holders of the float) are out numbered by the insiders (typically officers, directors and founders) when voting for Board members.
