CPQ has had a very comprehensive program in place to support large customers for more than 2 years - it includes maintenance of the customer's hardware and software configuration, firmware upgrades, prefailure analysis (they dispatch a tech with replacement hardware when the profile of performance indicates some key part may fail in the near future)... about the only thing they didn't do on those programs was sell hardware, but what they are doing is a lot harder. These systems can use secure intrernet, extranet, direct dial.

I think they are just working out the logistics of this for smaller customers. It's not a question of developing the programs or technology.
