<3200 and 2600 shares of a <$7 stock HARDLY constitutes institutional selling.>

Of course, you are right in general. Ordinarily, that kind of size would constitute almost conclusive evidence that the selling was NOT by an institution. What leads me to believe it was an institution is the way these shares were sold: as though the seller didn't even care what he/she/it got for it. This would be consistent with a broker dribbling out a large holding of a client who "just wants to get out." Also, for whatever reason(s) 2600 shares is a relatively large block for MRVC these days: for the past several days the largest block size has only been about 5000.

You could say the same thing about the blocks that I see as institutional buys: 2000, 3500, 5500 etc. It's sometimes because they come in quick succession, but more often it's the way the sale goes down: out of nowhere at the ask.

Finally, what has made me interested in detailed time and sales data at this point in time is the extended narrow trading range for the past 2-3 weeks. I know that there HAS BEEN institutional buying. Why hasn't MRVC moved up? Slow and steady individual selling? I don't think so.
