That may be the weakest sentence of the paragraph. But there is probably a lot of truth to it. What would you do if you were a corporate treasurer and you needed to raise capital these days? The right answer is that you would issue stock or spin off a division. Name for me the last 10 large corporate bond offerings you can remember. Me neither. When stocks are going for big multiples, they are better to issue than bonds for corporations. They give away relatively little of their companies for x amount of dollars raised.

For example, what did Murdoch do, issue bonds or take Fox television network public in a partial spin off?
