My advice would be to not try and "figure out" OPEC...it can't be done...not even by OPEC.

Oil prices will come back up, on that I have NO DOUBT. I think the best gamble today would be Dec 1999 call oil options. (I picked this idea up from another board.)

Some folks say Y2K will wreak havoc on oil distribution (and production). Whether its true or not, I suspect we will start to see oil prices reflect that notion during 1999 -- if for lack of any other fundamental chnges...of which you can be sure there WILL be.
