Qwest is full of WDM *plans*. Their entire architecture is designed to accommodate it. But at the moment, as I read Nacchio, Qwest doesn't have the business to require moving beyond the OC-192 capacity. I think OC-192 is a loser. It is a bear for adding and dropping and cross connecting. Thus it requires all the old style Sonet gear, processing all 10 gig to select and lay off a datatrickle. It misses all the efficiencies and flexibilities of WDM even if you pile up many ten gigabit streams in one fiber. Perhaps Qwest got gulled by Nortel.
