Is the preferred stock a voting matter for the stock holders ?

A couple of years ago I heard Harvey Wagner the CFO of PTEK,
formally CFO of Scientific Atlanta (SFA) and Computer Vision say
something that relates to this issue.
And I'll paraphrase:
Companies that do not have money can not borrow. The ones
who have cash can.

He would know because even though SFA did not need the cash; they
increased their ability to borrow with an agreement.
Computer Vision did not have cash and had a very difficult time
raising it when he was there. And I see at PTEK he increased the
credit limit.

For WGNR to create that agreement is smart business.

I vote yes.
