Steve, I really appreciate your time in this matter. Excluding OTC stocks and focusing on Nasdaq, my problem is when a MM continues to refresh and keeps the offer from rising. In a fast mover could SOES not force the next price by moving passed the MM who refreshes the same 800 shares or does his turn come around again at the same price.

I am really confused as to how to get the guy to move if it is in fact possible.
