The Chinese regime knows full well that government owned businesses tend to be money losers while private industrial developments generate much needed capital. It eagerly encourages joint ventures such as the GRNO Qingdao JV because it knows that is the way China will prosper. On the other hand, much of China's employment is in government owned entities and to simply let such businesses go under would be pure disaster. There is still strong sentiment for Communist-style control for good reason. The top brass are working hard to find a recipe to improve the management of government enterprises.

THE structure of China's administration for industry and commerce departments will be
reformed. The decision was made recently by the Central Committee of the Communist Party
of China (CPC) and the State Council.

It seems that while there was relatively little crime in the old socialist world with the emphasis on immersion in community involvement which was coupled with the real prospect of a bullet for backsliders, when the new dogma was announced that to be rich is glorious, criminality became much more commonplace, both in the old Soviet Union and in China. So strong Communist management remains imperative to prevent China from becoming another kleptocracy. That is a danger GRNO faces in taking its technology to China.

Democrats are becoming more and more vocal and effective as the central government makes careful efforts to ease China toward a more open society.

So China knows what direction it must go to reach its goals to become the superpower of the 21 Century. Making the transition is more than just tricky. Standing with legs spread apart with one foot in each canoe, China is in a delicate situation and must struggle to prevent disaster.
