Housing might be up but foreign investment doesn't see plus in commercial realestate.

· AFIRE, which represents nearly two thirds of all direct foreign real estate investment, said 27
· percent of those answering its annual survey saw better investment opportunities next year, up from
· 12 percent asked the same question a year ago.

· But only 42 percent said they would increase their investments in 1999 compared to 67 percent a
year ago.
