The mystery of the decreasing outstanding shares resolved.
I looked into this and discovered that the apparent decrease in the shares outstanding resulted from the fact that the 6/30 10K used the weighted average shares outstanding over the entire fiscal year. Since CIST bought back about 4 million shares during the year, the average number was higher than the actual number of shares outstanding as of 6/30. As it turns out, there has been no change in the number of shares outstanding since Q2 of the last fiscal year.

Sorry I brought up this non issue.
