The difference today is the internet. A software company could host a company's system, integrate it into the enterprise's legacy systems through edi/extranet connectivity, and provide end-user functions through a browser. In the 70s, an enterprise was bound by the limits of its own SNA (or other) network. Those barriers don't exist now. Any app that is 100% browser enabled could be hosted by a service provider.

This new model would be like 'selective outsourcing', wouldn't it? Given that most corporate leaders are now well-versed on how expensive ERP/ERM/etc systems solutions are to implement, I think that 'application hosting' could have awesome business potential.
